Our Reader
We didn't look at other pdf viewers and document editors. People tend to look at what they know, and most legislative monitoring companies were created by journalists. We were inspired by another group of people who have to deal with massive distributed bases of code...programmers. We treat legislation like code, when you think of it, citations are links to statute, bills and amendments are git commits to statute proposing changes, and finally the language and formatting used that compile to the law. When you think of laws, statute and bills as a codebase you build an IDE, not another PDF viewer.
We were inspired by git, to map language and formatting rules to create diff views of statute modified by the code to show you in context what the amended code will look like as written, helping you get ahead of the curve.
We show definitions from the amended section as words in the viewer you can highlight and get the definition as written, no more scrolling back up or switching tabs. Further, we map every bit of text to the piece of code it modifies. This toggleable pannel scrolls with the bill.
When items are cited, we link to those.
Our reader does so much more. But it starts by uniformly translatting the text from the pdf file, word document, or HTML file to a proprietary XML markup language. We then use state specific rules to add context to the legislative documents. Over time we will extend functionality to more legislative documents like fiscal notes and vote sheets.

We built our reader for you, a reader that will quickly interpret, collate and deeply integrate statute langauge into the bill language so that you can see exactly what is being changed.
